`nuxt build`

Introduces project-aware global shims for executables and fixes several issues related to package installation, build processes, and registry compatibility. The new `globalShims` feature allows globally installed bins to follow project-specific runtime versions.

This release introduces interactive group selection for global updates and improves the robustness of dependency resolution, Git dependency handling, and global command execution, especially in CI environments and with various registry configurations.
