Workflow bindings

This release enhances local development with improved email handling, experimental shared local storage, and FUSE-capable container development. It also consolidates development-only binding configurations and removes unsupported remote configurations for Workflow bindings.

This release introduces new features for Workflow instance retention, enhanced email testing, experimental PlanetScale database provisioning, and improved local development capabilities. It also adds pull request metadata to preview deployments and records build modes in configuration files.

Introduced a new `connect` trigger for raw socket connections and added support for R2 local S3 credentials. Also includes default dataset naming for local Analytics Engine and removes unsupported configuration from Workflow bindings.
